Abstract

As a result of the social, economical and environmental consequences of the Prestige disaster that occurred in 2002, the European Parliament required member states to set measures to guarantee refuge to ships in distress. Despite the strong social relevance the decision on the designation of these places has been subject of research disciplines far removed from social reality. Thus, the February 7, 2011 the Ministry of Public Works presented PRISMA: The Maritime Safety Information Programme. In spite of the political and technical effort done in developing this tool, there remains a large grey area composed of those social issues surrounding the decision that need to be studied from a sociological perspective. To fill this gap, this research mapping the controversy over the designation of zones and ports of refuge and proposed an empirical analysis of the social image that the Spanish public opinion has on the PRISMA tool and from refuge ports and areas indicating the criteria that contribute to their social acceptance in Spain.
