Abstract

Like in many other glob-al north jurisdictions, incarceration rates have been declining for almost fifteen years. Together with the endur-ing crime drop, the declining public concern over crime and the shrinking interest of political parties for crime and punishment issues, this de-carceration phenomenon has led to a gradual moderation of penal climate. This paper scrutinises this penal policy shift by proposing a research agenda on the change of penal cli-mate. In so doing, the paper aims to contribute to the development of a comparative penology exploring the post-punitive turn scenario.
