Abstract

Good government and good administration are the determination of the people to live better. It is a citizen's right that is strengthened in the action of a policy that commits the review and approval of plans and programs and finds its support in institutional strengthening. The State is the guarantor of citizen rights, the fundamental letter of rights is the Political Constitution that governs each State. Citizen participation is activated with the promotion of tasks in the communities that consolidate the governance system with the commitment, responsibility, and ethics of public officials, since human, material, and technological resources, among others, are allocated to them. so that the final result translates into key efficiency and sustainability of the sustainable development of the republic. Within this framework, a review of the legal institutionality is established so that public work finds the element of interest for the proposal of viable alternatives and achieve human development, consistent with the highest precepts established in the constitutional history of Mexico, as well as respect to the international agreements and treaties that they have proposed; for example, the inter- American system for the protection of human rights or the international agreement to prevent corruption, in order to guarantee the exercise of good governance, not only at the federal level, but also at the state and municipal level.
