Abstract
The recent celebration of the elections in Catalonia, with the intervention of autonomy by the state, under article 155 of the Constitution, has revealed the need to deepen the regulation and role of television Public, State and regional, in the face of conflicts of this kind, with article 20 of the Constitution and the debate on the limits of freedom of expression of substance, in the midst of a cross-confrontation enters the so-called constitutionalist formations and Independentists, between appeals to the Central Electoral Board (JEC) and accusations of political manipulation of the public television channels. This paper describes the regulation of the electoral processes and debates broadcasted by the different entities and regulatory bodies of the public televisions in Europe, with special reference to the OFCOM of the United Kingdom, like model and service to follow, and It defends the urgent need to deepen the audiovisual regulation and the democratic guarantees of the different electoral processes and debates held in Spain.
