Resumen
Prevention of environmental damage requires knowing the effects that human activities can have on the environment, trying to avoid or mitigate the negative impact on the environment. One of the more established techniques to achieve this protection is the assessment of the environmental effects of certain public and private actions. The EIA takes on a more strictly assess activities may have effects on the protected Natura 2000 sites, this being a European ecological network of special areas of conservation, created by Directive 92/43/EEC, Council of the European Commissions, of 21 May 1992 on the conservation of natural habitats and of wild flora and fauna (habitats Directive). The objective of Natura 2000 is to ensure the maintenance or restoration at a favorable conservation status of natural habitats and the habitats of species in their natural range. Natura 2000, in addition to the Places of Community Importance (SCI), and the Special Conservation Areas (ZEC), also includes the Special Protection Areas for Birds (ZEPA) designated by the Member States in accordance with Directive 2009/147/CE, relative to the conservation of wild birds (Birds Directive). The purpose of this doctoral Thesis is precisely to analyze the environmental assessment in the places included in the Natura 2000 Network, based on the study of the Jurisprudence of the Court of Justice of the European Union, accompanied by the documents prepared by the European Commission and the opinions issued by specialized doctrine.
