Resumo

In the processes of liberalization of services of general economic interest (SGEI): transport, telecommunications, postal, electricity and gas, among others, different policies that strengthen long-term competition in the industry have to be considered. Due to the essential nature of these services, the universal service technique to guarantee the provision of a basic quality service, permanently, throughout the territory and at an affordable price for all users is considered. In this paper we address the five main policies aimed at long-term competition in the postal sector in the European. Liberalization laws in US and EU have taken into account this technique from different perspectives: legal, normative and positive economics, economic and social policy or disability protection.
