Resumen
Este trabajo aborda cuestiones relevantes sobre transferencia de tecnología que surgen del proceso de negociación de un nuevo instrumento internacional legalmente vinculante sobre biodiversidad marina en áreas más allá de la jurisdicción nacional. Desde las regulaciones inadecuadas contenidas en la Convención de las Naciones Unidas sobre el Derecho del Mar y otros instrumentos internacionales, hasta el estado actual de las negociaciones en la Conferencia Intergubernamental sobre Biodiversidad Marina en áreas fuera de la jurisdicción nacional, este trabajo intenta presentar los desafíos, lagunas y oportunidades en juego, es una oportunidad histórica para configurar una protección integral y específica de la diversidad biológica más allá de la jurisdicción nacional, en un momento en el que los océanos enfrentan más amenazas y peligros que nunca.
