Resumo
The present and persistent global economic crisis, as well as its ideological and political impacts inside and outside Europe, have become a serious threat for the subsistence of the European Union itself. The European Commission reacted in 2016, making the draft of a new European pillar of social rights, aimed at enhancing the << social >> nature of the Union. This paper analyzes the pillar to which such draft laid into in November 2017, articulated around twenty << rights >> or << essential principles >> (some of which truly new, such those relating to minimum wages or social protection for long-term care), its full lack of legal efficacy, as well as the answer to it by the European Committee of the Regions, the European Parliament, the European Economic and Social Committee, and the Council of the European Union.
