El impacto del nuevo marco regulador sobre la gestión del agua en España. El caso de Aguas de La Coruña S.A. (1975-2008)

Resumen

El marco institucional tiene una indudable influencia en el entorno empresarial. El objetivo del trabajo es reflexionar sobre la incidencia de la transformación del entorno institucional que tuvo lugar con la llegada de la democracia en España sobre las formas de gestión del servicio de agua. El objeto de estudio es una empresa de abastecimiento localizada en una ciudad de la España húmeda, en la que, en principio, no existen dificultades generales de acceso al recurso. La gestión del servicio ha atravesado una larga transformación, desde la creación de una empresa privada, operando en régimen de concesión. Con la Dictadura franquista, el marco regulador experimentó una gradual transformación, que repercutió en un cambio de signo de la actitud del sector público respecto de los servicios colectivos. El resultado fue un incremento de la presión de los poderes públicos, cuyo destino era revertir la gestión a las autoridades municipales.
