Abstract

Development Cooperation is a subject of great relevance for the international community as a whole. Many countries are confronted with situations of underdevelopment that they can hardly face on their own and need the cooperation of other States, either bilaterally or within the framework of international organizations. This is what happened to Spain and Mexico, which, at the time, were countries that received development aid, so that, over time, they became donor countries for this type of aid. This research work addresses the process of transformation of both countries with regard to development cooperation. In order to describe this transition, in its first part, after examining the concept of development cooperation, the evolution of this cooperation is presented through its various subjects, instruments and strategies. While the second part examines both the regulations and the bodies that both countries have equipped to build their respective development cooperation policies, as well as the growing interaction that is taking place between them.
