Abstract

The present work analyzes the municipal regulation of street commerce in the municipalities of the Autonomous Community of Galicia, taking as a starting point the constitutional distribution of powers between the State and the autonomous communities, and the impact of Community law in the matter, the impact of the Services Directive. Two central aspects of the study are, on the one hand, the possible entry into play as qualifying documents for the exercise of street vending, together with the traditional licensing regime, prior communication and responsible declaration; and, on the other hand, the administrative simplification measures, which by mandate of that community rule is necessary to implement, and whose key vault will be determined by the so-called single window.
