Abstract

For several decades the political and constitutional system of our State has been suffering different reforms in relation to the functioning of its administrative apparatus, the Central Administration. Many of them have the common background of adapting public management to contemporary scenarios of the knowledge society in order to, preserving the bureaucratic model that sustains it, maximize the value offered to a society in continuous transformation. The proliferation at the end of the first decade of the 21st century of social technologies in the Central Administration provides opportunities from an institutional legal perspective that requires legal changes in the regulatory, competence and administrative procedures so that an institutionalization that guarantees the sustainability of these instruments can be produced to improve the value created by public action.
